There are kits you can buy that include all the materials you need to create a completed fountain. The drawback with this option is that you will be limited in the flexibility of your design. You should not do anything until you have found the perfect spot for the fountain. You need to remember to put it in the vicinity of a power source because you will need electricity to run the pumps. You will simply fill your fountain once you have successfully installed it. The water will circulate continuously instead of running from a pipe. Evaporation will occur, so replenishing your reservoir will be necessary occasionally. You can fill the basin with what comes out of your tap, but it probably has minerals in it. You won't have the same problem with distilled water.

Where you've got water and electricity, you have the potential for a dangerous situation. Safety should be your primary concern. You should never touch any of the electrical elements with wet hands. Little children can drown in a fountain. Installing some sort of barrier may be necessary if your household includes a toddler.
